A federally funded program that helps local schools meet the needs of all students.
- Title I is a federally funded program that helps K–12 schools provide assistance to students who may need additional help in meeting success at school. Five Charlottesville City elementary schools use Title I funding to provide support to students in reading and mathematics instruction, including additional resources for classroom and home use, staffing, professional development, or parental involvement activities.
- The Title I school-wide program is designed to assist all students as they learn to read and solve mathematical problems. Title I teachers and coaches are trained as specialists in reading and mathematics. In reading, Title I supports students in many different experiences including reading, writing, spelling, speaking and listening. In mathematics, Title I supports students by building number sense, increasing computation skills, and strengthening the understanding of shapes and patterns. While all students benefit from the school wide model, some students may receive additional services from the Title I specialist.

Parent Advisory Committee
- The Title I Parent Advisory Committee will meet periodically during the year. The committee takes an active role in crafting the school plan. Ways to improve student achievement as well as parent and community involvement are discussed. Anyone interested in serving on the Parent Advisory Committee may contact his or her child’s school for more information. Transportation is available for meetings events.
Children Served
- All students benefit from the school-wide Title I program. Students who meet certain qualifications for additional support may receive additional services in reading, writing, and/or mathematics.

Qualifications of Teachers
- At the beginning of each school year, divisions that receive Title I funds must notify Title I schools’ parents that parents may request information regarding the professional qualifications of the student’s classroom teachers. Charlottesville City Schools handles these notifications on a case-by-case basis.
Note: Beginning in 2017-18, school divisions are required to send notifications to parents in Title I schools if their children are taught four or more weeks by a teacher who is not properly licensed in Virginia to teach the class to which the students are assigned.

Student Achievement
- Schools that receive Title I funds must provide each parent information on the achievement level of their child on each of the state academic assessments. Charlottesville City Schools handles these notifications on a case by case basis.
Testing Transparency and Parent Opt Out
- On December 10, 2015, the Every Student Succeeds Act of 2015 (ESSA) was signed into law. Section 1112(e)(2) of ESSA states that parents of students in Title I schools have a right to know about state or division policies regarding student participation in any assessments mandated by ESSA, including any policy, procedure, or parental right to opt students out of such assessments.
